Since 1 June 2024, Section 18B of the Occupational Safety and Health Act 1994 requires every employer, self-employed person and principal in Malaysia to carry out a risk assessment of the safety and health risks their undertaking poses — and to implement controls where the assessment says controls are needed. Mental health sits inside "health."

A breach is an offence under Section 19, carrying a fine of up to RM500,000.

DOSH then published PRisMA 2024, its own guidelines for assessing and managing psychosocial risk at work. Most employers we speak to have done nothing about it, or run an engagement survey and called it a risk assessment. The most exposed group isthose who ran LEO26, saw a high-risk result, and stopped. Their record proves they found a risk, and shows nothing about controlling it.

Frequently asked questions

Is PRisMA mandatory?

The PRisMA guidelines are guidance, not regulation. The underlying duty is not optional: Section 18B of the OSH Act 1994 requires you to assess the health risks your undertaking poses, and Section 19 makes a breach punishable by a fine of up to RM500,000. PRisMA is DOSH's own method for the psychosocial component of that duty, which is why it functions as the practical benchmark.

We already run an annual engagement survey. Isn't that enough?

Almost certainly not. An engagement survey measures sentiment. PRisMA requires a validated instrument (LEO26), defined scoring and cut-offs, work-unit-level risk status, an evidence-verified control assessment (EPC23), a prioritised action plan, a reassessment cycle, and a seven-year record. We will show you the gap in Stage I.

Does attending make me a Psychosocial Trained Person?

No. This workshop is not PTP training or certification. It will tell you clearly what a PTP is expected to do, so you can judge whether to develop one internally or appoint externally.

Will the session be recorded?

No. It is a working session and we want people to talk candidly about their own gaps. All materials are provided in writing afterwards.
